FAIR RENT COMMISSION

The Hartford Fair Rent Commission is empowered by state and local law to address unreasonable rent increases. If the tenant believes that their rent increase is excessive, they can file a written complaint with the Fair Rent Commission.

After the complaint is filed, a housing code inspector will inspect the residence and present a report to the Commission. Deferred maintenance and code violations endangering health and safety are the most common cause for complaints. If staff cannot mediate problems between the landlord and tenant, the Commission will hold a public hearing to resolve the dispute. Repairs may be ordered or rent may be adjusted until problems are resolved.

FRC meets the 3rd Thursday of each month. Meetings are held at 6pm at 260 Constitution Plaza, Plaza Level conference room.

Historic Properties Commission/ Historic Preservation Commission (HPC)

The City has two Historic Commissions. The membership of each Commission is identical and meetings are held on the same night in succession. 

The Historic Properties Commission considers applications for work on properties that are located in local historic districts.  The Historic Preservation Commission considers applications for work on properties that are listed as state or national historic resources. 

HPC meets the third Wednesday of every month. Meetings are held at 4pm at 260 Constitution Plaza, Plaza Level conference room. Past meeting agendas and minutes can be found here

The application deadline is seven (7) business days prior to each meeting. Historic Preservation Guidelines, Historic District Map, Ordinance and design information sheets can be downloaded from the Land Use Regulations webpage here.

Inland Wetlands & Watercourse Commission (IWWC)

The membership of the Inland Wetlands & Watercourse Commission (IWWC) is identical to the Planning & Zoning Commission. Meetings are held on the same night in succession. 

This commission reviews applications associated with zoning, subdivision or other activities which occur within regulated areas of wetlands and watercourses. 

IWWC meets the second & fourth Tuesdays of each month. Meetings are held at 6pm at 260 Constitution Plaza, Plaza Level conference room. Past meeting agendas and minutes can be found here.

P&Z establishes and changes the zoning regulations and zoning map; hears applications for zoning permits, site plan reviews, and special permits; recommends a plan of conservation and development; administers subdivision regulations; and conducting other reviews in accordance with the Connecticut general statutes.

Hartford Redevelopment Agency (HRA)

The Hartford Redevelopment Agency establishes and manages Redevelopment Plans. To meet the goals for each plan, the HRA may purchase targeted properties through negotiated acquisitions or through the use of eminent domain. 

HRA meets the second Thursday of each month. Meetings are held at 6:15pm at City Hall, Function Room.

Zoning Board of Appeals (ZBA)

The ZBA is responsible for hearing appeals of the zoning administrator’s use of zoning regulations. This commission also determines if hardships exist which may warrant a variance from the zoning regulations. 

The ZBA meets the first Tuesday of each month.Meetings are held at 6:30pm at 260 Constitution Plaza, Plaza Level conference room. Past meeting minutes and agendas can be found here.

Disbanded Commissions

The following commissions no longer meet:

Design Review Board - This board determined whether construction projects in downtown and other specific areas were compatible with the City’s Plan of Development and certain design standards. Its powers have been absorbed by P&Z.

Hartford Stadium Authority - Pursuant to CT General Statutes, this board was created to assist in the development of the Double A Minor League Ballpark, known as Dunkin' Donuts Park.
